2017 Distribution Deferral RFO (IDER Pilot) Documents Posted

As stated in SCE’s Market Awareness Webinar, SCE has posted DRAFT RFO Instructions, DRAFT Pro Forma Contracts, and DRAFT Offer Workbooks to its 2017 Integrated Distributed Energy Resources (IDER) Request for Offers (RFO) Website: https://sceider.accionpower.com.  You can review these documents by following these steps:
1. Click on “Register” and fill in the required information.
2. Once you register, you will receive an email with a temporary password.  
3. Log in with that temporary password and you will be prompted to change your password.  
4. Once you are logged in, click on “Documents” and you will be able to review all the DRAFT RFO Documents.
Note: All of these documents are subject to change based on the California Public Utilities Commission’s (CPUC) resolution approving SCE’s Advice Letter requesting approval to launch the 2017 IDER RFO. 
Background: On June 15, 2017, SCE filed a Tier 3 Advice Letter requesting approval from the CPUC to launch the 2017 IDER RFO.  The IDER RFO will aim to procure distributed energy resources (DERs) to defer the need for capital expenditures for traditional distribution infrastructure upgrades at two distribution projects, without a loss of system reliability.  The solicitation is expected to launch in December, 2017 and will pilot a streamlined process as outlined in the IDER Decision Addressing Competitive Solicitation Framework and Utility Regulatory Incentive Pilot, CPUC Decision 16-12-036.  However, the timing of the solicitation will depend on when the CPUC approves SCE’s Advice Letter, and SCE will launch only after approval has been granted. 
The IDER RFO will use a two-step process:
1. Indicative offers will be due;
2. SCE will shortlist indicative offers and then the parties will negotiate terms and conditions of the Agreement(s), after which there will be a final price refresh.
SCE may execute Final Agreements with a subset of the shortlisted offers.
