California ISO - Transferred Frequency Response Request for Proposal: Timeline Update

As part of the Frequency Response initiative, the ISO requested tariff modifications on April 22, 2016 that would allow for the procurement of transferred frequency response to meet the North American Electric Reliability Corporation (NERC) Reliability Standard BAL-003-01 for the compliance period starting on December 1, 2016. On June 17, 2016, the Federal Energy Regulatory Commission (FERC) issued a deficiency letter that the ISO replied to on July 18, 2016. 
 
The ISO has requested that FERC issue an order accepting its tariff revisions no later than August 15, 2016.  The ISO plans to set a new submittal deadline for transferred frequency response bids and proof of capability 10 business days after the issuance of FERC’s order.  If FERC accepts ISO's request on August 15, then the bids would be due by midnight on Monday, August 29, 2016.
 
The conditional RFP has been updated to reflect the new timeline.  Both the RFP and agreement are conditional on FERC acceptance of the requested tariff changes.  The ISO will send a communication following the FERC order to notify participants of the specific timeline and if any changes to the agreement or RFP are required as a result of the order.
