Comments of the ESA re: FERC Docket No. AD14-7 on Third-Party Provision of Reactive Supply and Voltage Control and Regulation and Frequency Response Services

The Energy Storage Association (“ESA”) appreciates the opportunity to submit comments in response to the Federal Energy Regulatory Commission’s (“FERC” or “Commission”) Supplemental Notice of Workshop, dated April 14, 2014 in the above-captioned matter. FERC has consistently been pro-active in its approach to ensure that ancillary services markets are open to competition in a non-discriminatory manner and that all resources, including energy storage, are paid just and reasonable rates for the services they provide. 

Opening a docket to evaluate how Reactive Supply, Voltage Control and Regulation and Frequency Response Services can operate efficiently, cost-effectively and in an environmentally-friendly manner is no different and, taken together with previous FERC Orders, including 890, 755, 784 and 792 will encourage additional energy storage developers to fund and construct facilities to better service the nation's grid. With capabilities to provide scalable, fast responsive technology, storage technologies can also help to create the conditions for competitive markets in ancillary services where conventional generation could have excessive market power.
