Comments of the ESA re: FERC Docket No. RM15-24-000 - Settlement Intervals and Shortage Pricing in Markets Operated by Regional Transmission Organizations and Independent System Operators

The Energy Storage Association (“ESA”) provided the attached Comments in response to the Federal Energy Regulatory Commission’s (“FERC” or the “Commission”) Notice of Proposed Rulemaking (“NOPR”)1 to revise regulations to (1) settle energy transactions in real-time markets at the same time interval that energy is dispatched, (2) settle operating reserves transactions in real-time markets at the same time interval that operating reserves are priced and (3) require that each RTO/ISO trigger shortage pricing for any dispatch interval during which a shortage of energy or operating reserves occurs. The ESA supports FERC’s proposed modifications to the settlement intervals for energy and operating reserves and shortage pricing.
