Comments of the ESA re: Oregon Department of Energy Comment Opportunity on Considerations for Developing Energy Storage Demonstration Projects in Oregon

Pursuant to the Comment Opportunity in the Oregon Department of Energy’s Considerations for Developing Energy Storage Demonstration Projects in Oregon, published July 25, 2014, the Energy Storage Association (“ESA”) appreciates the opportunity to submit the following comments and information for the Department’s consideration.

ESA is pleased that the Oregon Department of Energy (“Department”) has undertaken this effort to seek public comment for its potential late-2014 solicitation for electrical energy storage demonstration projects. While ESA is very supportive of programs that assist in demonstrating energy storage projects at commercial scales, we continue to educate stakeholders and policymakers of the fact that utility-scale energy storage is already commercially viable, and that hundreds of megawatts of proven storage technologies and their applications are already operating on the electric grid across the country and globally. We believe that programs such asthis in Oregon are an excellent way to build replicable commercial projects in new markets and provide useful data and experience for regulators, system operators, and future projects.
