ESA Comment on NYISO MIWG Presentation on Energy Storage Integration

ESA commented in response to NYISO Market Issues Working Group’s (MIWG) request for comments regarding its August 4, 2016, presentation on Energy Storage Integration and related issues. ESA commends NYISO staff for taking the initiative to reach out to stakeholders and better incorporate considerations of storage industry stakeholders in market designs, rules, and procedures.

ESA strongly supports continued progress on the Energy Storage Integration initiative. The combined effects of New York’s Clean Energy Standard and Reforming the Energy Vision initiative create a need for flexibility and reliability services that storage technologies are uniquely suited to fulfill. NYISO’s effort to remove barriers to storage deployment, and to ensure that storage resources of various configurations can earn revenue by providing all wholesale products, will be critical to encouraging market-based storage solutions to grid challenges arising from increased renewable and distributed energy resource penetration. ESA encourages NYISO to proceed as quickly as possible in assessing and implementing the concepts outlined in the August 4th presentation. Doing so will provide the certainty that storage resource developers need to plan, finance, and execute projects, as well as provide more comprehensive market participation options for storage in the near future.
