ESA Comments on FERC Docket AD16-20 Electric Storage Participation in Regions with Organized Wholesale Electric Markets

The Energy Storage Association (“ESA”) submitted the attached Comments in response to the directives issued by J. Arnold Quinn, Director of the Federal Energy Regulatory Commission’s (“FERC” or the “Commission”) Office of Energy Policy and Innovation dated April 27, 2016 pertaining to above-captioned docket. As documented below, deployment of electric storage in limited markets has resulted in significant benefits to the grid. Within the scope of the instant docket, there are a number of changes to market designs that FERC can implement in short order that would support greater system flexibility and resource efficiency. Those changes would remove many barriers to storage that exist in most markets.
