ESA Comments re: Developing the REV Market in New York: DPS Straw Staff Proposal on Track One Issues

Pursuant to the New York State Department of Public Service (“Commission”) Proceeding on Motion to the Commission in Regard to Reforming the Energy Vision (“REV”) and the associated DPS Staff Straw Proposal on Track One Issues, the Energy Storage Association (“ESA”) appreciates the opportunity to submit the following comments and information for the Board’s consideration.

ESA commends the Commission for making this effort to increase cosumer benefits while enhancing innovation and increasing grid reliability. We believe energy storage is key to making sure that the restructured system is as efficient, cost-effective, resilient, and clean as possible. While we are in agreement with much of the way in which the effort is progressing, we have several recommendations for consideration as the Commission begins moving forward with Phase One of the REV.
