ESA Letters of Support for Hawaii S.B. 2738

On April 22, 2016 ESA sent a letter of Support for Hawaii S.B. 2738. Energy storage is a critical link to achieve Hawaii’s ambitions goals of reaching 100% renewable energy by 2045, and this bill offers important support for the industry to catalyze growth throughout the state. 

Storage technologies can be sited anywhere from behind the meter, connected to the distribution system, or tied directly to large-scale renewable projects on the transmission system. By offering equal support for storage deployment at the residential, commercial, and utility-scale, this bill will help the industry mature on the Islands and increase the amount of renewables to come online at an accelerated pace. Rebates for storage have proven to be an extremely effective way to deploy energy storage, as evidenced by California’s Self-Generation Incentive Program (SGIP), which has made California the leader in storage deployment over the last few years. While we understand the Conference Committee’s task of sorting through various provisions, we can assure you that rebates have been an effective policy tool elsewhere.
