ESA Revision Request #114: Southwest Power Pool (SPP)

The Energy Storage Association (ESA) is the national trade association of energy storage companies. ESA members develop, own, and operate energy storage projects in all of the ISOs across the US, and several ESA members are voting members of SPP. Energy storage projects provide benefits including fast and accurate response to control signals, reliable capacity and energy, and integration of intermittent resources. ESA members are interested in developing energy storage projects in SPP to provide the same benefits to the region. The current Protocols and Tariff do not permit such resources to participate in the market.

Therefore, the ESA supports the consideration of this RR, which will begin to remove barriers to participation by Stored Energy Resources by restoring an earlier protocol definition of a Resource Type. Because energy storage resources operate differently than other resource types—injecting onto and withdrawing energy from the grid, often within the same hour, and are used to perform specific services, like Regulation only—it is important that market rules acknowledge the unique attributes of energy storage resources to allow greater Marketplace competition, which will ultimately further SPP’s goal to provide reliable services at least cost.

ESA looks forward to working with SPP and stakeholders on this and future market enhancements to further enable energy storage resources to participate in the markets.
