Testimony to Maryland House Economic Matters Committee in Support of HB 787

ESA Policy & Advocacy Director testified before the House Economic Matters Committee regarding the House Bill 787 Storage Technology and Electric Power Act on February 25, 2016. 
In his testimony he concluded that ESA supports the introduction of a procurement target described in HB 787 as a strategy to bring energy storage into the Maryland electric system. Introducing energy storage requires deep thinking about what is appropriate to Maryland’s system, as well as reviewing and modifying rules and processes to ensure that service providers and ratepayers access the full value of that storage. A procurement target will start a deliberative process by which the Public Service Commission can determine what is appropriate for Maryland with input from utilities, customers, and other stakeholders.
For that reason, ESA urges consideration of the Storage Technology and Electric Power Act
