ESA and NECEC Recommend Finalizing Connecticut’s Proposed 580 MW Energy Storage Program with Improvements for Customer Choice
ESA and the Northeast Clean Energy Council (NECEC) jointly filed comments on January 26, 2021 responding to the Connecticut Public Utility Regulatory Authority (“PURA”) Straw Proposal to provide upfront incentives and performance payments to distribution-connected energy storage systems. ESA and NECEC advocated support for the program to deploy 580 MW of energy storage by 2030 with several modifications:
- Include front-of-the-meter energy storage systems that are not located at customer premises;
- Allow storage system owners to participate in wholesale markets and retain capacity rights; and
- Allow system owners to maintain control of the system to maximize benefits while demonstrating grid value.
CT PURA is hosting a technical meeting on stakeholder proposals and written comments on February 1 and has listed March 22 as the target date for issuance of a draft decision.
