ESA Asks VA Regulators to Consider Storage Capacity Accreditation Changes in PJM in Current Proceedings

ESA provided comments to the Virginia State Corporation Commission in response to Dominion’s 2020 Integrated Resource Plan (IRP) in docket No. PUR-2020-00035. ESA noted that the PJM update to capacity accreditation would increase the contribution of energy storage to resource adequacy if included in Dominion’s modeling, and recommended that the IRP be revisited and revised with that information. ESA also shared a number of best practices for including storage in IRPs, including updated cost estimates and forecasts, sub-hourly modeling, application of a net cost analysis, accounting for system flexibility needs, and analyzing demand resources separately as distinct resource options.
