ESA Backs New York State Complaint to FERC Over NYISO Rules on Storage Capacity Bids

ESA filed comments with FERC yesterday in support of New York state agencies’ complaints to FERC (Docket No. EL19-86) over NYISO’s buyer-side mitigation rules as applied to energy storage technologies. Our short comments focus on the need to review buyer-side mitigation rules for storage that were initially raised in the Order 841 compliance filing, as well as how the intent of mitigation does not match the driver of storage deployments to meet legitimate state policy objectives. ESA points to precedents of resource-specific exemptions to buyer-side mitigation as an appropriate relief for energy storage asset in NYISO.
