ESA Calls for Greater Price Certainty in Massachusetts Clean Peak Standard

ESA will submit comments today to the Massachusetts Department of Energy Resources (DOER) on draft regulations to implement the Clean Peak Standard program, required by legislation passed in 2018, Chapter 227 of the Acts of 2018. In our comments, ESA encourages the DOER to make revisions to the program design to ensure that it results in deployment of additional energy storage. Our comments address the following program design issues: (1) lack of long-term contracting opportunities and a price floor creates uncertainty about certificate pricing; (2) the Alternative Compliance Payment is not high enough to drive program participation; and (3) the multipliers and treatment of resources supported by other state programs will oversupply the market. The Massachusetts DOER is in the final stages of implementing the CPS.
