ESA Calls on Virginia Study to Expand Assessment of Storage Potential
ESA files comments today with the Virginia Department of Mines, Minerals and Energy and the Virginia Solar Energy Development and Energy Storage Authority on the draft Virginia Energy Storage Study. In our comments, ESA calls out three areas where the modeling largely underestimates the storage potential in the Commonwealth: (1) storage as an alternative to natural gas peaking plants, (2) storage-as-transmission, and (3) capacity value of storage in wholesale markets. ESA provides support for the report’s policy recommendations, including a long-term energy storage target, reform of the integrated resource planning and procurement process, update to distribution interconnection rules, and developing a pathway for non-wires alternatives.
